Justice Complex Release Paths
The Madison County Sheriff’s Office Corrections Division describes a jail system with several distinct custody groups. Some people are awaiting trial. Others are serving county sentences. The Complex may also hold people who await a move to another municipal or county facility, as well as people who await transfer to a Tennessee state prison. Each route can remove a person from local custody, but only some routes end with the person entering the community.
A county booking and release sheet is the strongest record of the physical exit. It should identify the release date and time, disposition, and destination or receiving agency when the person was transferred. A court judgment explains the legal cause, such as bond, dismissal, time served, probation, or sentence completion. The court order may not state the time the jail completed release processing. Those two records answer different questions and work best when matched by name, date of birth, booking number, case number, and event date.
Confirm Complex Release Records
No official public current roster or recent-release feed was verified for the Madison County Criminal Justice Complex. Confirmation begins with a focused records inquiry, not a guess based on a search result. - Gather the full legal name, date of birth, aliases, approximate booking dates, and the case or booking number if known.
- Check Tennessee SAVIN through VINELink. Record the reporting agency, custody status, location, and event date rather than relying on a name alone.
- Ask MCSO or the county records coordinator for the existing booking and release sheet, actual release time, release code, and destination or receiving agency.
- Match the jail event with the General Sessions or Circuit Court docket, bond order, judgment, and later orders.
- If the record shows a state transfer, search TDOC Felony Offender Information Lookup after allowing for intake delay.
VINELink is an event and notice tool, not a certified release document. A release notice shows what a participating agency reported. Likewise, FOIL is the correct state felony system, but it is not a roster for short county-only custody. When the systems disagree, the agency that held the person at the event time should supply the controlling movement record.
Note: A FOIL delay after county departure is a reason to request the receiving agency, not proof of release into the community.

The Criminal Justice Complex is the detention address, while the Sheriff’s administrative office is elsewhere. For records, MCSO’s Records Division maintains physical and electronic law-enforcement records, and Madison County’s Public Records Request Coordinator routes requests to the proper custodian. Copy requests must be written under the county public-records policy. Inspection requests may be oral or written, and the policy requires proof of Tennessee citizenship.

A narrow request should ask for an existing record. Include the full name, date of birth, booking number if known, and a bounded date range. Specify booking date and time, actual release date and time, release reason or code, destination or receiving agency, charges, bond, court and case identifiers, and the booking photo only if that existing image is needed. Ask for electronic copies and a fee estimate before chargeable work begins.
Complex Release Court Records
Criminal court functions share the South Liberty Street location, which makes the court record a strong second layer. General Sessions handles misdemeanor matters, bond orders, preliminary felony proceedings, warrants, and criminal summons records. The Criminal and Traffic Division can be reached at 731-423-6128 during its published weekday office hours. Circuit Court supplies felony judgments and later orders. No verified public name-based Madison County trial-court history portal was found, so a call or visit with a case number is the official path.
The docket can explain why confinement ended. A bond order authorizes release when its conditions are met. A judgment may impose time served, probation, split confinement, or a prison term. Dismissal can remove the case basis for custody, yet another hold may remain. Because the court describes legal authority while MCSO records physical movement, neither record should be stretched beyond what it says.

Two Madison Release Sites
Madison County has a two-site adult correctional landscape. The downtown Criminal Justice Complex is one site, while the Madison County Penal Farm sits on Westover Road. Official county procurement material identifies both locations, and a Tennessee County Technical Assistance Service private act confirms the Penal Farm name. This matters when the same Sheriff’s jail system may maintain records tied to more than one physical site.
A records request should name the Criminal Justice Complex when the site is known, but it may also ask MCSO to search the overall booking record. Booking number is useful because a person’s custody history may include a move between county sites before final release or transfer. The release record should make the last movement clear. Note: Naming the site narrows the search, while asking for the complete jail-system movement record helps capture an internal county transfer.
Justice Complex Release Destinations
MCSO’s own custody categories supply the most useful local test: county sentence, pretrial detention, interlocal transfer, or transfer to state prison. The question is not just whether the name dropped from one system. The better question is where the person went. A destination or receiving-agency field separates a community release from continued custody under a new authority.
- Community release
- The person leaves physical custody after bond, time served, dismissal, probation, or sentence completion, subject to any separate lawful conditions.
- Interlocal transfer
- Another municipal or county facility receives the person. The change is not community release.
- TDOC transfer
- Tennessee takes custody for a state felony sentence or other authorized state placement.
- Detainer transfer
- Another authority receives the person based on a hold or request. The county release record should identify that authority.
Probation and parole are community-supervision statuses, not jail locations. A person may be out of the Complex yet remain subject to court or TDOC reporting terms. A future Release Eligibility Date in FOIL is also not an actual release. Status, release date, destination, and the order authorizing the move must be read as separate fields.
Identity matching completes the check. Tie the Sheriff record to the same date of birth, booking number, court case, and date range before two sources are treated as one custody chain. A shared name or similar age is not enough. When fields conflict, ask the custodian for the original booking identifier and movement entry. This is especially useful when a court file lasts longer than online jail information or a later TDOC record uses a different agency number.
Complex ICE Detainer Releases
An ICE detainer can make a Madison County release agency-specific. ICE explains that a detainer asks a holding law-enforcement agency to give notice before release and requests temporary continued custody for up to 48 hours beyond the time the person would otherwise be released. If ICE assumes custody, the county can record a release to ICE even though the person does not enter the community.

It does not replace the Madison County booking and release sheet, and a no-result response cannot reconstruct an older transfer.
